Former Entain group general counsel and chief customer care officer Simon Zinger has launched two advisory businesses serving the gambling, gaming, media and marketing sectors.
Calibri Law will provide legal services, while Bluestar Partners will offer broader advice covering compliance, customer protection, safer gambling, government relations and crisis management.
Zinger left Entain in July 2026 after around five and a half years with the operator.
Calibri Law And Bluestar Partners Serve Different Needs
Calibri Law will provide formal legal advice to companies, organisations and individuals. Bluestar Partners will operate as a wider consultancy, allowing Zinger to combine legal experience with operational, regulatory and commercial guidance.
He said the consultancy would offer a “wider set of experiences and capabilities to supporting clients”. “Beyond legal support, we can look at compliance frameworks, customer protection and safer gambling practices, government relations and lobbying strategy and crisis management,” Zinger added.
He also advised operators to build open relationships with regulators and establish trust while continuing to differentiate and grow their businesses.
Separate Structures Protect Legal Privilege for Companies
Zinger said the two practices were deliberately kept separate because “increasingly, in the gambling and gaming industries, a strictly legal answer or approach isn’t enough to resolve the challenges we face or the opportunities we want to unlock.” He cited Brazil as an example where a “purely legal strategy would be insufficient”.
Keeping Calibri Law as a legal practice means information shared with the firm can remain privileged and receive the confidentiality protections associated with legal advice. Bluestar can instead address broader commercial and regulatory matters that may not be suitable for a regulated law firm.
Experience Includes Entain’s DPA And Market Expansion
Zinger’s time at Entain included the company’s Deferred Prosecution Agreement with the Crown Prosecution Service. The agreement requires Entain to maintain an enhanced compliance programme until December 2027 and follow HMRC investigations into historic operations in Turkey.
The 2023 agreement included a record-breaking £585m penalty. Zinger also worked on Entain’s efforts to tackle the black market and helped secure an unconditional Nevada licence.
“Those experiences have shaped how I think about legal advice, regulation, risk, customer care and commercial judgment,” he said.
The two-practice model reflects the complex demands gambling companies face. Operators often seek advice combining compliance, customer protection and government relations, but they also need strict boundaries around legal privilege. Zinger’s experience gives Bluestar commercial credibility, while Calibri Law provides a distinct route for clients requiring legal advice.
