Feedback on the new application and hearing procedures interests the regulator. A month-long consultation on Electronic Gaming Machine approval application reforms began through the Victorian Gambling and Casino Control Commission in Victoria. Existing procedures need updates to match modern regulatory expectations and recent legislative modifications. Minimising gambling harm remains the Commission’s mandate, which these reforms strengthen.
Section 3.3.6 of the Gambling Regulation Act 2003 covers new EGM premises applications within consultation scope. Machine number increase requests under section 3.4.17 get included as well. Priority factors that commonly determine suitability should receive applicant focus through this uplift, says VGCCC. Administrative burden reduction benefits both industry participants and the regulatory body. Stakeholders provide input regarding the revised application and hearing process clarity and practicality. Updated forms and practice notes require checking for ambiguities, redundancies or missing elements.
Submissions close at 11.59 pm on 19 December 2025 via email or the regulator website upload. Consultation materials include revised application forms, plus two updated practice notes and submission templates for economic and social impacts. Community groups and councils access specific submission forms separately. The January to March 2026 period allows VGCCC to review received feedback thoroughly. The new framework receives final approval in March, followed by publication on 1 April 2026. Applicants must notify their intention to use the former process by 30 April 2026 deadline. Updated framework starts operating from 1 July 2026 onwards. Previous rules accept final submissions until 31 July 2026 for pre-approved applicants only.
