Norway stands as the last Scandinavian nation maintaining a gambling monopoly. Currently, state-owned Norsk Tipping and Norsk Rikstoto control all gambling activities, both in-person and online.
Discussions about liberalizing Norway’s gambling sector gained momentum after Finland announced plans to introduce a regulated competitive market by 2027.
At present, this remains just a proposal from a party lacking a parliamentary majority. However, the idea has already garnered support from the Norwegian state regulator (NBO). If all goes according to plan, Norway could potentially launch its regulated market as early as 2028.
