Peru Launches Two Responsible Gambling Initiatives Focused on Education and Prevention

Two responsible gambling initiatives have been launched in Peru, covering industry development, education and problem gambling prevention.

Gaming lawyer and regulatory specialist Sergio Poves Vidal announced the Asociación de iGaming Regulado y Entretenimiento Responsable, or AIGER, and the Instituto Peruano de Juego Consciente y Responsable, known as IPJR.

AIGER is intended to support the responsible development of Peru’s sports betting, online gaming and lottery sectors. IPJR will focus on training, awareness and prevention, to reduce problematic gambling behaviour and improve player-care education.

The two organisations are positioned as related initiatives with different responsibilities. AIGER adopts a wider industry approach, while IPJR concentrates on social and educational work. Poves said the project reflects the idea that the gambling industry should take an active role in prevention, education and player protection.

First workshop brings responsible gambling training to Huancayo staff

The first activity linked to the initiatives was an online workshop for employees of the Sociedad de Beneficencia de Huancayo. Poves said the opening included participation from the Dirección de Sociedades de Beneficencia, within Peru’s Ministry of Women and Vulnerable Populations.

The directorate is responsible for coordinating, supervising and evaluating policies, rules, plans and programmes relating to Peru’s Sociedades de Beneficencia. These organisations provide social protection services to vulnerable groups and participate in Peru’s lottery sector under a separate regulatory framework.

This involvement makes the Huancayo workshop relevant to AIGER’s intention to work across lotteries, online gaming and sports betting. Poves described the session as the first step for the organisations, with training and education forming part of IPJR’s remit.

Responsible gambling is embedded in Peru’s online gaming law

The initiatives enter a market where responsible gambling is already part of the legal framework for licensed operators. Peru’s regulated online gaming and remote sports betting regime has been in force since February 2024 under Law No. 31557, as amended by Law No. 31806.

The framework includes responsible gambling, protection of minors and safeguards for excluded players. Licensed operators must promote responsible gambling and maintain procedures that allow customers to voluntarily exclude themselves.

Failure to meet those obligations is classified as a grave infringement under the regulations. Mincetur remains the authority regulating, authorising, supervising and enforcing the rules governing remote gaming and sports betting.

The ministry is focusing on responsible gambling with formalisation and consumer protection as the market develops.

New organisations add an educational layer to existing regulation

AIGER and IPJR are entering a sector where player protection is a regulatory requirement. Their role appears to sit alongside the framework by focusing on education, prevention and wider industry engagement. 

AIGER is expected to work across lotteries, online gaming and sports betting, while IPJR will concentrate on training, awareness and problematic gambling prevention. The Huancayo workshop gives the initiatives an early practical starting point and shows an intention to engage institutions beyond commercial operators. 

The impact of both organisations will depend on how programmes, partnerships and industry participation develop over time.

AIGER and IPJR add a useful educational layer to Peru’s current responsible gambling framework. These organisations are essential because they push the conversation beyond operator compliance. Their long-term value will depend on whether training, prevention and institutional partnerships become consistent programmes within the industry.
