Cambodia Considers New Online System To Improve Gambling-Duty Collection

Cambodia is considering an online payment system to improve the collection and management of gambling-duty revenues from commercial gambling businesses.

This proposal was discussed by regulatory and tax officials as authorities continue reviewing casino licensing, revenue administration and enforcement. The system would support government collection processes and would not introduce new online gambling services.

Proposed Digital Platform Would Track Gambling-Duty Payments And Revenue

The proposed IT system would cover gambling-duty collections from commercial gambling businesses and revenues collected by Cambodia’s commercial-gambling regulator.

Officials said the system could improve the efficiency of revenue management by creating a more structured process for recording and monitoring payments. No launch date, implementation timetable or technical details have been announced.

The proposal was discussed during a 19 October meeting of the General Secretariat of Cambodia’s Commercial Gambling Management Commission (CGMC), involving regulatory and taxation officials.

Casino Licence Requirements Are Also Being Reviewed By The Government

Cambodia is reviewing its casino regulations, including licence standards, supervision requirements and renewal conditions.

The government plans to reassess the requirements applied to casino operators, while Prime Minister Hun Manet has raised concerns about the number of casinos operating in the country. His comments included smaller establishments with limited operations.

Stricter licensing standards could increase pressure on operators, but the government has not yet published the full criteria or confirmed when any revised requirements will take effect. The proposed payment system is separate from the licensing review, although both measures form part of a broader effort to strengthen oversight of commercial gambling.

Casino Audits Continue As Authorities Investigate Illegal Activity And Online Scams

Cambodian authorities are auditing casinos as part of a wider crackdown on online scams and related criminal activity.

Investigators are examining suspected illegal conduct linked to gambling venues, and some casino licences have reportedly been suspended or revoked. However, an investigation alone does not establish that an operator breached the law. Regulatory action will depend on the outcome of the reviews.

The government has also moved to stop online gambling operations conducted through casino premises. This enforcement action is separate from the proposed gambling-duty platform, intended to improve administration and revenue collection.

Draft Illegal-Gambling Law Remains Under Review As Oversight Expands

The CGMC’s legal secretariat met the Cambodian Ministry of Economy and Finance’s legal council on 14 October to review a draft Law on the Suppression of Illegal Gambling.

Their discussions covered the management and regulation of commercial gambling and the relationship between the proposed legislation, the existing Law on Management of Commercial Gambling and other relevant rules.

Cambodia’s proposed payment system suggests revenue transparency is becoming central to the country’s gambling regulation. A digital collection process could reduce administrative gaps and give authorities higher visibility over operator liabilities. Its success will depend on reliable data, detailed reporting, and coordination between stakeholders.
