Denmark’s gambling market looked stable in 2025, but the latest annual report from Spillemyndigheden tells a different story.
According to the regulator’s latest annual report, total gross gaming revenue (GGR) reached DKK11.5 billion, representing a decline of less than one percent compared with the previous year.
Online casino revenue increased by over 12%, rising from DKK3.8 billion to DKK4.3 billion. In contrast, lotteries, sports betting, gaming machines and land-based casinos all recorded lower revenues.
This is the first time since gambling reforms began in 2012 that online casinos have generated more revenue than the country’s lottery sector.
Market Performance Has Shifted Since Regulatory Reforms
Denmark liberalised online casino and sports betting in 2012 after ending Danske Spil’s monopoly.
The market expanded during the following years before reaching its highest recorded GGR of DKK13.5 billion in 2018. Sports betting experienced one of the sharpest declines in 2025, with revenue falling 11.5%.
Since the introduction of the liberalised framework in 2012, online casino revenue has increased by 139%, making it the best-performing segment in the Danish gambling industry.
Consumer Protection Measures Have Changed The Market
Following a political agreement in late 2018, Denmark introduced a consumer protection code of conduct. The national gambling addiction helpline, StopSpillet, launched in 2019, while online gambling tax increased from 20 percent to 28 percent in 2021.
Operators have also adapted to stricter identity verification requirements, advertising restrictions and mandatory deposit limits.
Additional reforms are currently under consideration. Legislation introduced earlier this year proposes a whistle-to-whistle ban on gambling advertising during sporting events, plus restrictions on welcome bonuses and live odds promotions inside sports venues.
Channelisation Figures Awaiting Publication
One notable omission from this year’s report is Denmark’s channelisation rate, which measures the share of gambling activity taking place with licensed operators.
Spillemyndigheden said the figures will be published separately after completing additional quality assurance work.
The previous report estimated channelisation at 91.5% in 2024, up from 90.8% in 2023 and among the highest rates recorded across Europe.
Denmark has announced online casino as the highest revenue source for 2025 in its gambling industry. This is the first time the segment has surpassed lotteries since the reforms were introduced in 2012. The regulator is considering additional reforms to improve identity verification and set deposit limits.
