Norsk Tipping has been established to fix various failure points in complying with regulations and has been informed of the possible administrative penalty of the value of up to NOK1m (€83,924), after being subject to a supervisory audit by the Norwegian Gambling Authority (Lottstift).
The regulator found that the state-owned gambling operator did not comply with various requirements as stipulated by the anti-money laundering system in Norway, and found five particular weak points in its systems and controls.
Although the remittance of the money laundering was not revealed during the inspection, the regulator indicated that the result revealed structural weaknesses, which compromised the competency of the operator in detecting and preventing financial crime.
The consideration of the suitability of internal processes at Norsk Tipping aimed at identifying customers, risk profile, and tracing the source of money utilised in gambling activities.
The operator failed to make good enough processes, as indicated by the regulator, to ensure that certain provisions of the Anti-Money Laundering Act are upheld.
In a specific case, Norsk Tipping did not have a proper understanding of who some of its customers were and how the source of their money used in gambling could be traced.
These factors are believed to be core in detecting suspicious activity and how the gambling platforms can be misused to serve illegal purposes.
Lottstift highlighted that the lack of powerful customer due diligence and transaction monitoring procedures is a weakness in an industry that is already prone to risk of financial crime.
Not all of the identified shortcomings have been present in recent times, and Norsk Tipping has already undergone measures to address some of the problems that have been pointed out in the review.
Although the corrective measures have been made, Lottstift reported that the requirements under question have been effective since 2018.
The regulator decided that the required safeguards were not put in place earlier and that there were still remaining weaknesses that impact the present compliance with the law.
Norsk Tipping Can Never Get a Break
The most recent enforcement move is an addition to an already long list of regulatory punishments against Norsk Tipping during the last year.
In other matters, the operator has paid millions of euros in penalties and remedial orders for the violation of responsible gambling regulations, marketing limitations, and gamer protection requirements.
Such activities have shown a level of increased scrutiny toward the monopoly operator and an increase in regulation to ensure stronger control of the gambling market in Norway.
Norsk Tipping should regard a potential administrative penalty as given until 15 January 2026 to provide a response to the new notice of a potential administrative penalty.
Having considered the remarks of the company, Lottstift will make a decision concerning the imposition of the fine and, in that case, specify its final value.
