Fabio Macorin, deputy secretary of Brazil’s Secretariat of Prizes and Betting (SPA), has been elected to the International Association of Gaming Regulators (IAGR) board of trustees.
Macorin brings experience in law enforcement, financial crime prevention and regulatory oversight, alongside his involvement in implementing Brazil’s regulated betting market.
Since joining the Ministry of Finance in 2024, he has worked on monitoring authorised operators, tackling illegal gambling and strengthening controls against money laundering and terrorist financing. His responsibilities have also included coordinating enforcement with government agencies and private sector stakeholders.
“Fabio’s appointment brings an important South American perspective to the IAGR board of trustees at a time when regulators worldwide are facing similar transnational challenges,” said IAGR President Ben Haden.
“Brazil has undergone an ambitious regulatory transformation in an extraordinarily short period, and his experience at the heart of this process will provide valuable insights to the regulators within our global community.”
Federal Police experience shapes Macorin’s approach to betting enforcement
Before joining the Ministry of Finance, Macorin spent 17 years with Brazil’s Federal Police, including a decade focused on investigating and preventing banking and financial fraud. That experience has informed his work on anti-money laundering controls, financial monitoring, illegal gambling and cooperation between government agencies.
Brazil’s regulated betting market formally launched in 2025. Macorin, who previously served as the SPA’s undersecretary for monitoring and enforcement, has participated in measures targeting illegal operators and strengthening cooperation with financial institutions, telecommunications providers and government authorities.
His work has also included developing data-driven tools for regulatory monitoring and enforcement.
“Brazil learned a great deal from the experience of regulators worldwide while developing our own regulatory framework, and I view the IAGR as one of the most important forums for this exchange of knowledge,” Macorin said.
“Although each jurisdiction has its own legal system, market characteristics and regulatory priorities, many of the challenges we face are increasingly global. Combatting the illegal market, preventing money laundering, protecting consumers and ensuring betting integrity require ever-greater cooperation among regulators from different countries.”
IAGR appointment brings Brazilian experience into international regulatory discussions
IAGR Vice President Brian Krolicki highlighted Macorin’s combination of regulatory and law enforcement experience.

Macorin will attend the IAGR Annual Conference in Peru from 19 to 22 October, where regulators and industry representatives will discuss developments affecting gaming and betting oversight.
Annual conference will examine regulation across connected markets
This year’s conference will take place under the theme “Steady Hands, Changing Ground: Advancing Regulation in a Connected World”.
The programme will examine how regulators can respond to changing technologies, market structures and emerging risks while improving oversight. Cross-jurisdictional cooperation will form an important part of discussions as regulatory challenges increasingly extend beyond individual national systems.
Macorin’s appointment comes as Brazil continues developing the enforcement structures supporting its regulated betting market. His experience gives the IAGR board direct exposure to a jurisdiction that has moved rapidly from regulatory development into implementation and enforcement.
