Kansspelautoriteit has taken action against Holland Casino Online and Vbet over the offering of sports bets linked to own goals. This review was triggered by an external report which found that both operators had repeatedly offered markets on whether a player would score an own goal.
The KSA classified these bets as falling outside permitted categories under Dutch law. According to the regulator, such wagers are considered negative events. These types of outcomes are viewed as more vulnerable to manipulation compared to standard match actions.
Operators remove markets after regulator intervention
The investigation found that Holland Casino Online and Vbet were the only licensed operators in the Dutch market consistently offering these bets. Following contact from the regulator, both companies removed the markets from their platforms. They also introduced extra safeguards to prevent similar offerings from being added again.
Kansspelautoriteit stated that both operators responded promptly and corrected the issue without delay. Based on that response, the regulator did not proceed with further enforcement measures.
The KSA’s position aligns with its Sports Betting Integrity Guide released in December 2025, outlining categories of bets prohibited under Dutch legislation. These restrictions are aimed at maintaining sports integrity and limiting the risks of manipulation. As the guidance states, wagers on negative or isolated events must be banned due to the risks involved.
Previous compliance issues remain part of context
Both operators have faced regulatory scrutiny in the past. Vbet was previously warned following a 2025 investigation into its compliance with the Money Laundering and Terrorist Financing Act. The review identified gaps in risk assessment, transparency around risks, transaction monitoring, and incomplete player risk profile documentation.
Holland Casino has also been subject to enforcement. In 2021, the regulator fined the operator over links between its land-based venues and online platform, which was labelled as prohibited advertising.
The company challenged the decision, but the ruling was upheld by the Council of State last week. Despite the introduction of pop-up messages and navigation tools, the KSA still found them in violation of its rules.
The Dutch gaming regulator has found Vbet and Holland Casino Online in breach of its ban on own goal betting markets. According to the Sports Betting Integrity Guide, such bets are considered risky. After prompt action by both operators to resolve these issues, the review has been suspended.
