The Government of Romania is reviewing new regulatory measures to improve protections for individuals experiencing gambling addiction, such as stricter self exclusion procedures and tougher enforcement for illegal gambling operations.
The draft regulation was discussed during a recent cabinet meeting, with a proposal introducing a unified system applicable to both online gambling platforms and physical gaming venues.
Self-exclusion procedures currently vary between operators. Hence, regulators aim to develop a single and transparent structure across the entire market. The system will also require National Identification Number from players to prevent access to gambling services.
Defined Exclusion Periods And Cooling Off Measures
The proposal introduces fixed exclusion periods of between 6 to 12 months for players. There will also be an option for indefinite self exclusion.
One of the most significant elements of the proposal concerns the revocation of self-exclusion decisions. Under the draft regulation, individuals who opt into the system would not be able to withdraw their consent for at least 18 months.
Officials describe this restriction as a “cooling-off” period intended to prevent players from impulsive reversals.
Operators Face Expanded Compliance Duties
The proposed framework introduces new operational obligations for licensed gambling companies. Operators would be required to record and track every self-exclusion request submitted by players.
Authorities also intend to clarify the distinction between full self exclusion and partial restrictions. Players would be able to request limits that apply to specific services or selected operators instead of blocking all gambling activity.
Government representatives later confirmed that final discussions on the proposal were postponed following the cabinet meeting.
Also, Raluca Turcan has introduced a legislative initiative addressing gambling age restrictions. Her proposal would increase the minimum legal gambling age in Romania from 18 to 21.
