The state regulator PlayCity, in cooperation with Meta, has blocked seven Instagram accounts for systematically spreading illegal gambling advertising. The agency’s press service confirmed the action this week. Among those blocked was the high-profile Ukrainian blogger Simbochka, whose account reached millions of followers. The influencer’s content often included casino promotions presented as easy wins and often linked to unlicensed platforms.
According to PlayCity, these posts violated national advertising standards and targeted a wide audience, amplifying the risks of unregulated exposure. The crackdown did not stop with major bloggers. Gambling ads were also circulated on smaller news accounts and influencers with audiences in the thousands. Regulators warned these tactics can mislead young users and undermine efforts to channel players toward licensed operators.
Strict Rules and Widespread Violations
Ukraine’s gambling laws impose strict conditions on how licensed brands can advertise. Promotions are limited to adult-targeted platforms such as late-night television or print publications with restricted circulation. All ads must carry the “21+” age label, include clear warnings about gambling addiction, and reference only licensed operators. Any hidden advertising, involvement of minors, or messaging that implies “easy money” is a direct violation.
PlayCity also stated that the accounts taken down repeatedly ignored these rules. The influencers crossed legal boundaries for protecting vulnerable groups by portraying gambling as harmless fun and omitting disclaimers.
A New Regulator with Active Enforcement
PlayCity was established in March 2025 to replace the former Commission for the Regulation of Gambling and Lotteries. The agency is headed by Gennady Novikov, former KRAIL deputy chief of staff, and is tasked with enforcing gambling legislation more efficiently. Since its creation, PlayCity has adopted a more proactive enforcement strategy, targeting licensed operators breaching the law and unlicensed advertising across digital platforms.
Earlier this month, on August 4, PlayCity fined eight licensed casinos a combined UAH 3.2 million for failing to meet state advertising requirements. The latest move against Instagram accounts reflects increased social media regulations due to hidden promotions.
Partnership with Meta and the Push for Safer Digital Spaces
The cooperation with Meta begins a new phase in enforcement. By working directly with the platform, PlayCity was able to swiftly remove consistent violators and set a precedent for future interventions. Regulators hinted that further actions might follow if other accounts are found promoting unlicensed gambling or targeting underage users.
PlayCity’s objective is to build a safer digital environment directing players toward regulated brands and minimising exposure to harmful content. “Illegal advertising creates risks for minors and undermines the integrity of Ukraine’s regulated market,” the agency noted in its statement.
By blocking accounts and issuing fines, the regulator reminds operators and influencers that gambling promotion must strictly comply with the law.
