Lithuanian Government Reviews Measures To Block Illegal Gambling Websites

A meeting of state institutions took place at the Office of the Government of the Republic of Lithuania on 11 February to address the removal and blocking of gambling websites operating illegally in the country. The session followed a decision of a working group established by prime ministerial decree. 

Representatives of the Gaming Supervision Authority attended alongside officials from multiple public bodies. The participants examined enforcement tools used against unlicensed operators targeting Lithuanian consumers.

Proposed changes to Article 98

The Gaming Supervision Authority discussed “relevant supervisory issues” with institutional experts during the meeting. A key topic was potential improvements to Article 98 of the Law on Electronic Communications of the Republic of Lithuania.

Article 98 regulates “mandatory instructions to remove information or eliminate the possibility of accessing it, and initiatives related to changing domain blocking mechanisms.” Authorities assessed whether amendments could strengthen existing blocking procedures and clarify obligations placed on service providers.

The meeting also included representatives from the Office of the Government, the National Cyber Security Centre, the State Consumer Rights Protection Authority and the Department of Drugs, Tobacco and Alcohol Control. Each institution provided input on coordinated enforcement and consumer protection risks linked to illegal gambling websites.

AML enforcement against Baltic Bet

On 2 February, the Gaming Supervisory Authority imposed a €330,600 fine on online operator Baltic Bet. The penalty followed an investigation into the company’s compliance with anti-money laundering and terrorist financing legislation.

Regulators found that Baltic Bet had failed to maintain adequate monitoring systems. Investigators concluded that the operator did not properly collect and assess information concerning customer identity and the origin of gambling funds. This enforcement action highlights Lithuania’s supervisory expectations for licensed operators.
