The Netherlands Gambling Authority (KSA) has taken decisive action against an online content creator for promoting illegal gambling. YouTube influencer LeftlanePapi is the first to receive a penalty payment order as part of the KSA’s new enforcement approach. The authority has seen a sharp increase in reports of influencers promoting gambling from illegal providers on platforms like YouTube, TikTok, and Instagram. Many of these creators attract large audiences comprising teenagers and young adults.
The KSA is concerned about their growing influence, which can normalise illegal gambling among vulnerable groups. If an influencer fails to remove the illegal content within 48 hours after a warning, the regulator steps in with direct penalties. In this case, LeftlanePapi did not respond to the warning, and new content was published shortly afterward.
Illegal Content and Ignored Warnings
Videos on LeftlanePapi’s channel showed live-streams of online gambling sessions using unlicensed platforms. The influencer also actively promoted these operators, encouraging viewers to try the same services. This kind of promotion is strictly prohibited under Dutch gambling laws, allowing only licensed providers to advertise their services.
The KSA issued a formal warning and gave the influencer 48 hours to take the content down. But the authority escalated the matter after new streams appeared. LeftlanePapi is now under an enforcement order. All illegal content must be removed immediately, and no new gambling promotions must occur. The influencer faces a fine of €25,000 per incident, up to €75,000 for continued violation.
New Two-Track Enforcement Policy
The penalty against LeftlanePapi is part of the KSA’s strategy to tackle gambling promotion via social media. The regulator has implemented a two-track system. First, it contacts the influencer directly with a warning and a 48-hour deadline. If that fails, the KSA contacts the social media platform to ensure the content is removed. At the same time, it imposes a financial penalty.
This method ensures prompt action while giving influencers a chance to comply. It also sends a message to influencers that promoting illegal platforms comes with real consequences.
Protecting Young Audiences Online
The KSA has already warned several other influencers and made it clear this will not be a one-time action. It is actively monitoring platforms and encourages users to report promotional content for illegal gambling platforms. With the rise of influencer marketing, the KSA is maintaining the safety of the country’s digital space.
This case shows the regulator’s willingness to hold influencers accountable. By acting early and publicly, the KSA hopes to curb the spread of illicit advertising and protect young audiences from harmful content.
