Buenos Aires Opens New Door for Online Betting Registration

The Province of Buenos Aires has approved a new policy that allows horse racing agencies to act as official sign-up points for licensed online betting platforms. The decision was confirmed by the Provincial Institute of Lotteries and Casinos (IPLyC) and marks a clear change in how traditional betting outlets can operate within the expanding digital gambling market.

This decision creates a direct link between physical turf agencies and the province’s regulated online betting system. For the first time, agencies that have mainly focused on horse racing will now help bring players onto approved online gambling platforms 

How the New System Will Work

Under the new rules, horse racing agencies can help customers register as online bettors with any operator that has a valid license in Buenos Aires province. Customers can visit these agencies and sign up for digital platforms through an approved process.

Agencies can work with one, several, or all licensed operators. These partnerships are non-exclusive, so agencies are not tied to a single platform. Agreements can be made directly with operators or through the Argentine Chamber of Turf Agencies, known as CAAT, which can act on behalf of its members.

The regulator has said it will not get involved in business arrangements between agencies, operators, and CAAT. Any commercial disputes that come up will be handled privately, without IPLyC involvement.

Why Turf Agencies Pushed for Change

The decision comes after strong and ongoing pressure from CAAT, which represents horse racing agencies across the province. The group said that the fast growth of online gambling was reducing visitors and hurting the business of physical racing outlets.

The resolution noted that the rise of digital platforms and interactive betting made it essential to expand what turf agencies are allowed to do. Without this change, many agencies risked being left behind as more bettors moved online.

By letting agencies take part in the online registration process, the government aims to keep them relevant and active in the modern betting market instead of letting them disappear.

Blending Traditional Betting With Digital Play

IPLyC described the move as a way to integrate traditional betting networks into the province’s regulated digital ecosystem. Rather than replacing turf agencies, the policy gives them a new role that fits current gambling trends.

The Institute will also introduce branding and advertising rules to ensure that promotions across racing agencies remain consistent and aligned with regulatory standards.

Overall, the change reflects a broader effort by Buenos Aires to balance innovation with tradition. By connecting long standing turf agencies with licensed online platforms, the province is reshaping its betting market in a way that supports digital growth and existing retail operators.
