Brazil Gambling Tax Vote Postponed Again Due to a Lack of Chamber Support

Chamber of Deputies President Hugo Motta cancelled the meeting. He said the proposal lacks necessary support. Brazil postponed the gambling tax vote again. No date exists for the next attempt. A provisional measure failed to raise taxes from 12% to 18%. October brought new proposals for a 24% tax on gross gambling revenue. The Economic Affairs Committee meeting got cancelled on Tuesday. An earlier vote already faced postponement this month.

Hugo Motta told Senate chief Davi Alcolumbre about insufficient votes. The Chamber President decided against proceeding with the bill. The bill includes higher social contribution rates for fintechs. Financial institutions face similar increases. The process faces complications from 172 amendments to PL 5,473/2025. CAE members submitted these changes. Approval sends the bill to the Chamber of Deputies. A Senate plenary appeal could change this path.

The Brazilian Government Is Determined to Hike the Gambling Tax

President Lula wants a higher gambling tax before next year’s election. The government needs revenue for its fiscal targets. The provisional measure’s failure embarrassed the administration. The 50% tax increase attempt collapsed completely. Elvis Lourenço analysed the situation for iGB. The EX7 Partners managing partner explained government motivations.

“They struck back fast because of embarrassment,” Lourenço stated in October. The defeat hurt their political standing. “This helps their election campaign since Brazil remains conservative. They claim to tax billionaires and gambling operators. The message appeals to voters and strengthens government speeches.” Lourenço called the tax-doubling plan “insane.” The regulated market launched on January 1 this year. Such increases the risk of market collapse.
