Spelinspektionen has fined Kanon Gaming SEK 4.8 million for duty of care failings after the operator repeatedly failed to properly address clear signs of problematic gambling among its customers. The fine reflected the seriousness of the breaches, though it was reduced slightly as Kanon Gaming acted swiftly once the issues were raised.

The sanction follows recent enforcement activity, with Spelinspektionen banning Bitx Operations and Ryker for targeting Swedish players without valid licenses. It also follows a leadership change, with Johan Röhr replacing Camilla Rosenberg as Director General. Based on a channelisation report, only 85% of gambling in Sweden is regulated, prompting government investigations into market integrity and consumer protection.

Wider Enforcement Actions

The fine against Kanon Gaming is part of enforcement measures undertaken by Spelinspektionen in 2025. The regulator has been particularly active in sanctioning operators that fail to meet responsible gambling obligations or operate without a Swedish license. Earlier this year, Spelinspektionen banned Bitx Operations and Ryker in Sweden after discovering that they lacked the necessary authorisations to offer their games.

These actions reflect the country’s determination to maintain a safe and regulated gambling environment. The authority has repeatedly stressed that protecting players and ensuring fair play are central to its mandate. The fine against Kanon Gaming reinforces that licensed operators must prioritise compliance with duty of care standards or face significant consequences.

Just weeks before the fine, Spelinspektionen published its channelisation report, revealing that 85 percent of gambling activity in Sweden takes place with licensed operators, while the rest flows to unregulated markets. The Swedish government has pledged to investigate this issue, but its approach has been questioned because stronger measures are needed to boost the regulated market share.
