The sector works under a more modern setup from now. 25/07/2025 Ministry of Foreign Trade and Tourism, called Mincetur, upgrades and improves its structure for stronger service. After 23 years, the new Organisation and Functions Regulations (ROF) were approved and became official as Supreme Decree No. 004-2025-MINCETUR, released on July 19, 2025. Fresh setup of organisation shifts out the 2002 rules and follows State Organisational Guidelines plus new legal rules. Part of this is Law No. 31557 that controls remote gaming and bets, and Law No. 32392, which is the New General Tourism Law.
New Directorates for Remote Gaming and Tourism
One major change in the new ROF is the beginning of the Directorate of Authorisation and Registration for Remote Gaming and Remote Sports Betting; it works within the General Directorate of Casino Gaming and Slot Machines (DGJCMT). There is also the Directorate of Tourism Investments found in the General Directorate of Tourism Strategy (DGET). They also make investment management stronger by improving the Foreign Trade and Tourism Investment Executive Unit (UICET), which was before the National Copesco Plan.
To stop corruption and help citizens better, Mincetur will reorganise inside offices. This includes Human Resources, Integrity and the Fight against Corruption, Citizen Services and Document Management, and Interinstitutional Coordination and Prevention of Social Conflicts, all reporting to the General Secretariat. With these changes, Mincetur can now work with an updated structure made for foreign trade and tourism today, improving its abilities to meet goals and serve people better. The Second Section will finish the changes in the First Section of the ROF, and will come by Ministerial Resolution in not more than fifteen (15) business days, according to the Second Final Complementary Provision of Supreme Decree No. 004-2025-MINCETUR.
