Cambodian authorities have suspended the licence of Silver Star Casino in Svay Rieng province after uncovering a large cybercrime operation during a major raid. The investigation was carried out on November 1, 2025 and it was revealed that the casino was being used as a base for technology-based fraud targeting international victims.

The operation was led by the Secretariat of the Commission for Combating Cybercrime (CCCC) in collaboration with the Cambodian Commercial Gambling Commission (CCGC), the National Police General Directorate, and the Svay Rieng Provincial Court Prosecutor. The team launched the raid after receiving intelligence reports suggesting that the casino was involved in illegal online activities.

Foreign Nationals Caught in Cybercrime Network

During the raid, authorities arrested 23 foreign nationals believed to be part of the cybercrime ring. The suspects include six Sri Lankans, seven Pakistanis, two Filipinos, two Nepalese, one Indian, one Nigerian, one Algerian, and three alleged ringleaders from China, Taiwan, and Malaysia.

Investigators said the group had been running online scams using digital tools to deceive people in different countries. The officers confiscated 24 call center phones, 19 passports, and 20 mobile devices that were allegedly used to carry out fraudulent activities. These items are now part of the ongoing investigation to uncover the full scale of the operation.

The Cambodian Gambling Commission later announced the immediate suspension of Silver Star Casino’s operating licence. The agency explained that there was enough evidence linking the casino to illegal cyber activities. The three suspected ringleaders have been transferred to the Svay Rieng Provincial Court, where they will face legal proceedings under Cambodian law.

Deportation and Legal Action Underway

Authorities confirmed that 20 of the arrested foreigners are now in the custody of the General Department of Immigration for deportation procedures. Officials are also working to identify other possible suspects and local collaborators connected to the operation.

The Cambodian government emphasized that it will apply strict legal measures to punish anyone involved in cybercrime, especially those operating within licensed businesses. The case has drawn national attention, showing the growing use of casinos and online entertainment venues as fronts for illegal activities.

Cambodia Strengthens Efforts Against Cybercrime

Officials said the country is determined to protect its digital and entertainment sectors from criminal exploitation. The Commission for Combating Cybercrime stated that the government will continue to work with international law enforcement agencies to stop online fraud networks and prevent similar incidents in the future.

Authorities warned that any business aiding cybercriminals will face strict punishment, including licence suspension or prosecution.
