Italy is set to transform its online gambling industry with one of its most significant regulatory updates in recent years. The Italian Customs and Monopolies Agency (ADM) has released a list of 46 entities that passed the first stage of the remote gambling licence tender. This signals the start of major reforms to improve compliance, digital security, and industry transparency.
The licensing process represents strategic efforts to select operators capable of upholding stricter standards. Its outcome will not only determine the sector’s future structure but also shape public trust in the online gambling ecosystem.
Strict Deadlines and Financial Requirements
ADM has set a clear timeline to ensure a smooth transition to the new framework. By the end of July 2025, it must complete a comprehensive review of all submitted documentation. Operators that pass this stage will pay an initial licence fee of €4 million and provide financial guarantees worth €3.7 million.
The current licences will expire officially on 17 September 2025, although it might be extended to the last day of the month. The Italian Customs and Monopolies Agency will use August and September for final administrative and compliance measures. Their objective is to prevent service disruptions during this crucial transitory period.
Technological Integration and Migration of Systems
The most complex part of the reform lies in the technological demands on operators. Licensed companies must fully integrate their systems with ADM’s central gambling platform, in accordance with new security and compliance protocols. The agency has granted a six-month window, setting March 2026 as the final deadline for full implementation.
During this transition, the legacy and new systems will operate simultaneously. However, brands must pay another €3 million to officially activate the modernised platform, once the new framework is fully in place. The overhaul prioritises secure data handling, player protection, and transparent operations.
Managing Accounts and Ensuring Compliance
Another key focus for ADM is user account migration. The authority will allow players to transfer accounts between operators, but only with their explicit consent and full tax compliance. Companies excluded from the tender must cease operations by 17 August 2025. Also, they are to refund players and submit weekly reports from 8 July 2025. Any funds unclaimed after two months will be transferred to the state.
In addition, temporary business groupings must be restructured into limited companies before the final contracts are signed. ADM will conduct post-expiry checks to ensure proper fund management and legal compliance. Italy is set to establish new standards in online gambling regulation.
