NPC and PAGCOR Create Partnership for Better Data Privacy in Gaming Sector

Three-year framework for privacy governance and compliance. The National Privacy Commission (NPC) together with the Philippine Amusement and Gaming Corporation (PAGCOR), entered a formal agreement on which they will work together. This association is what is adding strength to the issue of data privacy governance in the country’s gaming industry.

Memorandum of Understanding (MOU) received signatures on 20 October from key officials eagerly. PAGCOR Chairman and Chief Executive Officer Alejandro H Tengco and Privacy Commissioner Atty John Henry D Naga completed the signing. Witnesses at the ceremony included PAGCOR Data Protection Officer Atty Maria Concepcion Abella Gloria-Rubio and NPC Executive Director Atty Ivin Ronald D M Alzona.

New MOU Strengthens Collaboration on Data Privacy in Gaming

The MOU creates opportunities for both agencies to develop policies, monitor compliance, and coordinate enforcement together. The Data Privacy Act of 2012 and international best practices guide PAGCOR licensees’ operations now. Gaming sector workers will receive training through joint capacity-building initiatives promoting privacy awareness. A joint coordination committee emerges from this agreement with representatives from each institution. Emerging data protection challenges require regular communication and careful supervision of initiatives.

“Data protection is not only a compliance requirement but a key foundation of trust in the digital era,” Privacy Commissioner Naga stated confidently. He believes integrating privacy standards into gaming operations “demonstrates a commitment to integrity and innovation across the industry.” Three years of validity begin immediately for the MOU with mutual consent renewal provisions. The gaming industry benefits from balanced technological growth, privacy protection, and responsible governance through this partnership.
