New Rules Target Age Restrictions and Betting Controls
The new bill intends to cut youth access to gambling websites, as there has been more gambling addiction among young Filipinos. House Bill No. 1351, also known as the Kontra E-Sugal Bill, was introduced by the Anakbayan party list, aiming to establish rules that restrict online gambling sites to individuals 21 and older. Users would need a valid government-issued ID to register.
There is a second part of the law for e-wallets and “super apps,” which could not promote gambling. Advertisements in public spaces for online betting would also be stopped. PAGCOR would be at the centre, responsible for implementing daily, weekly, and monthly loss limits. If a person exceeds these limits, their access will be suspended immediately.
Stronger Regulations Proposed to Tackle Online Gambling and Addiction
Another rule in the bill puts a 10% tax on online betting. These funds would help cover the costs of addiction rehabilitation, educational initiatives, and law enforcement efforts. Other nations in Southeast Asia are moving in the same direction, bringing in more controls because of rising addiction and more underage gambling. The bill says PAGCOR will have to set up a self-exclusion list so anyone can stop themselves from joining in online gambling. It suggests a broader, evidence-based approach to mitigate problems associated with gambling.
Elsewhere, House Bill 721 wants to stop e-wallet services from advertising online betting. In the Senate, Sen. Pia and Alan Peter Cayetano have submitted a similar bill with punishments for gambling operators and a plan for an Online Gambling Control Task Force under the President’s office. PAGCOR has said it will continue supporting new laws and working to stop illegal gambling online.
