Brazil Grants Fixed-Odds Betting Licence to TQJ-PAR Participações Societárias SA

The Brazilian Ministry of Finance has officially granted a fixed-odds betting licence to TQJ-PAR Participações Societárias SA. The authorisation was published in the Official Journal of the Union on 23 June 2025, permitting the company to operate online and hybrid betting services until 31 December 2029. 

This move positions TQJ-PAR among a growing list of companies operating under Brazil’s recently formalised betting regulation. TQJ-PAR’s licence, approved under SIGAP process No 0055/2024, covers three branded platforms: Baú Bingo, Tele Sena Bet, and Bet do Milhão. These services are authorised to offer betting products across digital and physical environments, focused on sports-themed fixed-odds wagering.

Three Brands Included in Authorisation

Under the terms of the licence, TQJ-PAR can operate up to three platforms using the regulated ‘.bet.br’ domain. The brands included in this authorisation, Baú Bingo, Tele Sena Bet and Bet do Milhão, are cleared to launch or expand operations in compliance with Brazil’s evolving regulatory standards. 

Each definitive licence issued in Brazil requires a payment of R$30 million. These licences are valid for up to five years and subject to stringent rules for user safety, responsible gambling and anti-money laundering compliance.

Regulatory Progress and Enforcement Activities

TQJ-PAR’s approval comes as Brazil’s Secretariat of Prizes and Bets continues its phased rollout of definitive licences for fixed-odds betting. As of February 2025, a total of 35 companies had received full authorisation, while 69 firms held either provisional status. 

The SPA has also stepped up enforcement against illegal operators, removing more than 5,200 unlicensed gambling websites since October 2024 in collaboration with Anatel. These actions reflect the government’s commitment to ensuring compliance and securing the integrity of Brazil’s growing betting market.

Legal Basis and Future Outlook

Brazil’s legal foundation for fixed-odds betting was initially established through Law No 13,756 in 2018 and later refined by Law No 14,790 in 2023. The SPA has issued ordinances to guide licensed operators on matters such as platform security, responsible gambling practices and anti-money laundering controls. 

TQJ-PAR’s approval highlights the growth of Brazil’s regulated betting sector, which officially launched on 1 January 2025. As the Ministry of Finance processes more applications, additional licence approvals are expected in the coming months. Industry experts view Brazil’s licensing framework as a significant step toward creating a transparent betting environment. With high compliance standards and coordinated enforcement, the country can become a top regulated market in Latin America, attracting domestic and international operators.
